The Juvenile Justice and Welfare Council (JJWC) capacitates government agencies, Regional Juvenile Justice and Welfare Committees (RJJWCs), local council for the protection of children, city governments, and barangay officials on the Comprehensive Barangay Juvenile Intervention Program (CBJIP).
This activity is part of the initiatives of the Council to provide technical support to key stakeholders, and ensure that policies on the Juvenile Justice and Welfare Act as amended (JJWA) are disseminated and implemented by the duty-bearers on the ground.
“Through this activity, we at JJWC hope that our key stakeholders will have an in-depth understanding and appreciation of JJWC-issued or adopted policies that will greatly help them in implementing the JJWA, particularly at the barangay level,” said JJWC Executive Director Atty. Tricia Clare A. Oco.
Further, this is also an opportune time to advocate among local government units the allocation of budget to implement juvenile intervention programs in compliance with the implementation of the Mandanas – Garcia Ruling.
Another key feature of this activity is the rollout of the CBJIP Manual including the Public Financial Module (PFM). The manual highlights and strengthens the accountability of stakeholders at the barangay level.
Meanwhile, the PFM aims to assist them in developing appropriate expenditure programs and determining sources of financing to fund the implementation of the CBJIP with particular focus on the utilization of the 1% of internal revenue allotment and maximizing funds lodged in other potential revenue sources. The PFM was designed in partnership with Social Watch Philippines while the project is funded by the United Nations Children’s Fund (UNICEF) Philippines.
The training was conducted in two batches last April and July. A special training will be conducted for barangay officials of Makati City Government on August 15 – 19, 2022.
