WHO WE ARE
The Juvenile Justice and Welfare Council (JJWC) is a policy making, coordinating, and monitoring body tasked through its member and coordinating agencies with the implementation of the Juvenile Justice and Welfare Act, as amended.
VISION
A society where all children, especially CAR and CICL, enjoy their rights and are protected under a restorative justice and welfare system.
MISSION
To create a caring, protective, and enabling environment for CICL to reform, rehabilitate, and reintegrate with their families and communities; for children at risk to be preventedfrom committing crime;
for victim-survivors and their families to be fully healed; and for communities to be safe and secure under a restorative justice system.
GOALS
- All CICLs are rehabilitated and reintegrated back to their families and communities.
- All CAR are prevented from becoming CICL.
- Children are meaningfully engaged in the implementation, monitoring, and evaluation of the comprehensive juvenile intervention programs for children at all levels according to their evolving capacity.
- A comprehensive juvenile intervention plan is fully implemented and contributes to a child protection system at all levels.
- JJWC members and partners have strong institutional partnerships in advancing the rights of CICL and CAR and in collectively pursuing the Council’s Vision, Mission, and Goals.
