The Juvenile Justice and Welfare Council (JJWC) trained the first batch of court personnel and duty-bearers who are involved in the administration and supervision of the juvenile justice and welfare system along with diversion and other alternatives to detention according to the Harmonized Supreme Court Revised Rule on Children in Conflict with the Law (CICL) utilizing the Outcome-Based Education Framework via blended modality on July 10 – 14, 2023 in Manila.
The Outcome-Based Education Training on Juvenile Justice (OBET-JJ) was developed in 2018 in partnership with the Supreme Court Committee on Family Courts and Juvenile Concerns, Philippine Judicial Academy, and United Nations Children’s Fund. From 2018 to 2019, OBET-JJ was conducted using a face-to-face mode of learning and in 2022 it was later converted to online training to ensure the provision of continuous capacity building to court personnel and other duty-bearers amidst the COVID-19 pandemic, through the Learning Management System.
Among the topics that were discussed were: Restorative Justice (RJ) in the Philippines before Republic Act No. 9344, RJ: Diversion, Alternatives to Detention, Reconciling the CICL with their Victims and the Community, Multi-Disciplinary and Community-Based Approach in RJ System, The Standard Social Case Study Report, Formulation of Diversion Program, Disposition Measures, and Alternatives to Detention, Restorative Justice in Action, Monitoring and Evaluation Plans and Aftercare Plans, Conferencing in Diversion and Disposition, and Diversion Program, Disposition Measures, and Alternatives to Detention.
“The main philosophy we are adopting in this training is implementing juvenile justice in the context of restorative justice, a kind of justice that heals and restores all those who are involved and affected – the victim or their survivors, the child in conflict with the law, their families, and the community,” said Executive Director, Atty. Tricia Clare A. Oco.
For this year, there will be two batches of the OBET-JJ Training, the second batch will be on October 9 – 13, 2023 with around 90 participants composed of eight to ten Family Courts and designated Family Courts.
To date, there are 81 Family Courts and 464 Justice Professionals that have undergone the OBET-JJ since 2018.

Oco.
